Without lifecycle rules covering design, deployment and post-market surveillance, risks include undetected performance decay, hidden bias and unclear lines of responsibility between developers, providers and clinicians. Learning from global standards

Clinicians need clear guidance on appropriate use and escalation routes when AI signals conflict with clinical judgment. When responsibilities are explicit, procurement, indemnity and clinical governance become simpler. That clarity lowers institutional risk aversion and accelerates safe adoption across the health system.

UK regulators have a chance to set a global standard: a pragmatic, lifecycle-focused regime that protects patients, assigns accountability and gives innovators the confidence to scale solutions across the NHS and beyond.
